Advertising to children is the act of marketing or advertising products or services to children, as defined by national legislation and advertising standards. Advertising to children is often the subject of debate, relating to the alleged influence on children’s consumption. Rules on advertising to children have largely evolved in recent years. In most countries, advertising for children is now framed by a mix of legislation and advertising self-regulation.

Scope and Form

Advertising to children can take place on traditional media – television, radio and print – as well as new media (internet and other electronic media). Packaging, in-store advertising, event sponsorship and promotions can also be means to advertise to children.

There is no universal definition of a child (although UNESCO - the United Nations Educational, Scientific and Cultural Organization, defines early childhood as ages 0– 8 years). Children are otherwise defined according to national jurisdictions. For the purposes of advertising law, the definition of a child varies from one jurisdiction to another. However, 12 is commonly used as a cut-off point, on the basis of the widespread academic view that by the age of 12 children have developed their behaviour as consumers, effectively recognise advertising and are able to adopt critical attitudes towards it.

There is no global data on ad spending directed at children, only data for specific sectors. According to the Federal Trade Commission, food and beverage companies (44 companies reporting to the FTC) in the US spent approximately $1.6 billion in 2006 to promote their products/services to children.

Advertising to Children on TV - Food and Toys?
Q. Research is being conducted into the ethics behind TV advertising aimed at children, with specific reference to 'food' as well as 'toys' and 'gadgets/electronic devices.' I would greatly appreciate it if you could share your opinions on the matter, particularly in realtion to the following: Do companies stick to clean ethics when advertising their products to children, or do they use deception? Should advertising such products to children be banned? ... if not, then how should the issue be tackled? Any comments are appreciated. Thank you for your time, Andrew Law.

A. Regardless of whether a company is selling to children or not, there are relatively few (I can't think of one) that sticks to clean ethics. You can see where I'm coming from if you look into the ASA (Advertising Standards Authority) which receive numerous complaints about adverts that people have deemed unethical. I don't think it's a case of companies using deception, they're just being clever. The majority of companies that are selling to children are in a very competitive market. Take fast food companies as an example, since McDonalds advertised by giving free toys with their Happy Meals. They have to use this type of promotion, since there are many other companies who sell a similar profuct, such as Burger King. One thing to keep in… [cont.]

A. I wouldn't necessarily consider it harmful, but kids need to understand that a bunch of advertisements make things seem a lot better than they actually are. Parents do a pretty good job explaining that though. But imagine a cartoon channel for kids having commercials that weren't meant for the "young" age group and more for the "older" group.

Debate help? Advertising to children is not harmful?
Q. I am doing a debate on whether or not targeting marketing at children is harmful. My team is saying that it is NOT harmful. Any ideas for my speech would be good I am first negative speaker. So if you strongly think that it IS harmful I would appreciate your input, because I also need some cases to think of rebuttals. Thanks :)

A. How about the popular toys kids know and love? What if those toys didn't have advertisements? The company would lose money because the kids will NEVER hear of those toys. And all the positive messages being set out to kids using their favorite cartoons to do better for the environment...and how it can help kids do positive things because they see it on TV (Say the popular with all ages like Spongebob...where Mr.Krabs gets mad about his electric bill and spongebob suggesting turning the lights off or telling squidward not to leave the water running etc etc.) how they will see the spongebob commercial and they see spongebob recycling and Mr.Krabs getting mad over a bill they will think "I wanna be like spongebob and recycle" and "my parents… [cont.]
