(I"m assuming you're in the US)...If you want a newborn you have to do domestic private adoption in most cases. Foster care-adopt does have newborns but very few (same for very young kids). If you want a infant/toddler you can do international adoption. For these you will need a private agency also. If you want an older child (these are the kids needing homes the most) foster care is the best place. This is where the state agencies are involved. We did research into all before adopting. We ended up doing domestic/newborn, but likely will adopt later from foster care. The wait for domestic is unpredictable, but in our case it was less than one year.
