Adoption is a process whereby a person assumes the parenting for another who is not kin and, in so doing, permanently transfers all rights and responsibilities from the original parent or parents. Unlike guardianship or other systems designed for the care of the young, adoption is intended to effect a permanent change in status and as such requires societal recognition, either through legal or religious sanction. Historically some societies have enacted specific laws governing adoption whereas others have endeavored to achieve adoption through less formal means, notably via contracts that specified inheritance rights and parental responsibilities. Modern systems of adoption, arising in the 20th century, tend to be governed by comprehensive statutes and regulations. When I adopted my two cats, I had to pay $100 for vaccinations and then near $400 for the female to be spayed (she went into heat, so surgery was more), and about $250 for the male to be neutered. Instead of going to a cheap place, I used my vet for the surgeries and had the pre-surgery blood testing done and monitoring during the surgury. You can get your cat fixed some places for like $60, but it is bare bones. Regardless, $100 is a great price for adoption. Foster care is where a family is qualified by the state to accept children in their home either on short-term or long-term basis. The goal of foster care is to provide a "safe haven" for the child while the birth parents work on their lives (if possible) to reunite the original family. In some cases this is not possible (as with mine) due to crimes or b-parents choosing or failing not to meet the recommendations of the state. In those cases, the children are made for adoption through foster care. Often called foster adopt. Adoption is different in that the children are not "removed" from the home by the state.
