I look for a range of 80-99%, some people are comfortable going as low as 75% but not me. I've got in contact with a couple NGO's that are there right now for volunteering...but it's almost impossible to volunteer there if you aren't a professional (doctor, nurse, etc...) b/c a lot of the activities that are needed there usually go to locals b/c they have heavy unemployment...so they pay a lot of people that live in certain area's of Darfur to do a lot of the work that you are looking to volunteer for.
